Project Description: The City of Petaluma Department of Public Works and Utilities proposes constructing a new 40-space parking lot at the Ellis Creek Water Recycling Facility (ECWR) to accommodate the expansion of the Tertiary Filtration System. (TFS). This anticipated expansion, is consistent with the 2004 City of Petaluma Recycled Water Master Plan and will occur in an area currently utilized as a gravel parking lot for staff. To replace the displaced parking, the new lot would be built on a vacant, undeveloped portion of the property located north of the main building, between the facility entrance and Lakeville Highway. The project includes paving, landscaping, pedestrian walkways, and lighting improvements. The new lot will be designed to meet current parking and accessibility standards. While the parking area is intended primarily for facility staff, it will also serve visitors attending tours, meetings, or other on-site events

CALIFORNIA ENVIRONMENTAL QUALITY ACT: Environmental review for the Ellis Creek Water Recycling Facility was completed through the Water Recycling Facility and River Access Improvements Environmental Impact Report (State Clearinghouse No. 2001052089), certified by the City of Petaluma in 2002. The proposed parking lot is located within the project footprint previously analyzed, and up to 80 parking spaces at this location were included in the 2002 Certified EIR. In accordance with the California Environmental Quality Act and CEQA Guidelines Section 15162(a), the project remains within the scope of the certified EIR, and no further environmental review is required. All applicable mitigation measures identified in the certified EIR will be incorporated into the project.
