Encroachment Permit

WHO?

You need an encroachment permit for activities that intrude--or encroach--on public property or public right of way, such as streets and sidewalks. Some examples include:

  • Dumpsters, scaffolding, storage bins or other structures placed on a sidewalk or in the street (e.g., for a construction project or a move); Click here for more information.
  • Outdoor dining, furniture, and awnings for a restaurant;
  • Installing a bike rack (near your business, for example); Click here for more information.
  • Construction on or repair of sidewalks or streets; Click here for more information.
  • Underground utility work; these instructions are only for utility Companies, please call 707.778.4383, option 6 for further clarification click here for more information.
  • Transporting a wide load (transportation permit) Click here for more information.

HOW?

To apply for an Encroachment Permit click on the link on top of the page. This will give you instructions for registering into the software program and to apply for a permit.

TIMING AND COST

Encroachment permit applications take about four (4) business days* to review and approve. Permit fees are, for the most part, shown in the Encroachment Permit Fees schedule. Please note fees may be adjusted based on additional inspection time needed and/or change of scope of work. The Encroachment Permit hours are Monday through Thursday, 8:00 am to 12:00 pm and 1:00 pm to 5:00 pm.

*Business days for City Hall are Monday through Thursday.
