Project Description:The project proposes landscape improvements and construction of accessory structures on a ± 40,862-square-foot residential-zoned parcel developed with a single-family residence located in the West Hills Planning Subarea and subject to Sunnyslope II Planned Unit Development (PUD) regulations, which requires Administrative Site Plan and Architectural Review approval for all future alterations, additions, or new structures (Section 2.A). Landscape improvements would include a mix of vegetation and hardscape components such as fruit trees, informal pathways, a sun deck, and an updated front yard with boardwalks, benches, wood baffles, and realigned concrete paths. One madrone tree would be removed from the front yard would be removed and replaced with several trees, including a native oak species. A pool, 276-square-foot wine cave with a 96-square-foot wet bar and roof deck would be constructed in the rear yard, with a new side yard utility corridor for covered pool equipment and a new 120-square-foot tea pavilion. The rear pool was approved under a separate permit (POOLR-2024-0012). Exterior materials on all structures would include polished and raked concrete, stucco, and natural stone. The project grading plan includes retaining walls in the rear and side yards, which would vary in height, with no wall exceeding 5 feet. Construction of an ADU would be proposed under a separate ministerial Building Permit.
CALIFORNIA ENVIRONMENTAL QUALITY ACT: The Project is exempt from further environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15, § 15301 (Class 1 – Existing Facilities) and § 15303 (Class 3 – New Construction).
