The City of Petaluma today announced the public launch of their General Plan renewal process and is calling on the community to help shape the path forward. The General Plan, Petaluma’s overarching roadmap for future development, will guide the City’s growth for the next 10-15 years. The City is committed to implementing strategies that will preserve Petaluma’s quality of life and is engaging the community for input. As a first step, they are asking residents to fill out this brief survey on key topics to cover in the Plan.

The General Plan serves as the guiding vision document for the City and provides policies and implementation programs to achieve City goals in a minimum of 9 areas (also called “elements”): Land Use, Open Space, Conservation, Housing, Circulation, Noise, Safety, Environmental Justice, and Air Quality, as well as optional elements identified by the City for inclusion. The current General plan was adopted in 2008.

The City is committed to structuring change in ways that align with the character and needs of the community and comply with State of California regulations that govern topics the General Plan must cover. The new General Plan will identify solutions and provide a roadmap for bringing them to life. High priority concerns include housing, climate change, public health, and sustainability. Petaluma, along with much of the Bay Area, is in the midst of a housing and climate crisis. Lifelong city residents are faced with the high cost of housing, while grappling with the devastating impacts of climate-related environmental issues. The City envisions a plan that will address these issues in ways that stay true to Petaluma’s values.

“Growth and change are inevitable, for each of us as individuals and for our community as a whole,” explains Peggy Flynn, Petaluma City Manager. “Our job is to structure our City’s growth in a way that will serve the needs of our community. Petaluma is a really special place. It is crucial for us to develop in a way that is true to our City’s values and character so that we can retain what makes this place so special. Community input is key as we move through this process.”

The new General Plan will be created through a multi-stage process spanning 2020-early 2023. The first step in the process through 2020 is to work with the community to identify key plan topics through a series of surveys and outreach. The topics identified will provide high-level direction for the plan and  help guide the search for a plan consultant team, experts hired by the City to lead and work with the community throughout the renewal process.

The perspective of the community is a vital part of structuring plans for development that align with the things Petaluma values. To date, City staff has reached out to Petaluma commissions and committees for feedback. They are now asking community organizations and interested individuals to weigh in on what is important to them as they look toward the future. The update process also includes ongoing long-range planning efforts including updating planning documents that support implementation of the General Plan. Following adoption of the General Plan, updates to the City’s Zoning Ordinance, Station Area Master Plan, Central Petaluma Specific Plan, Urban Growth Boundary (UGB) and other targeted plans may move forward to implement direction in the newly adopted General Plan.
