Welcome to the Petaluma North SMART Station Specific Plan Project

The City of Petaluma is excited to announce the beginning of the Petaluma North SMART Station Specific Plan project, a transformative Planning initiative aimed at enhancing connectivity, sustainability, and community living around the Petaluma North SMART Station and throughout the North McDowell Boulevard corridor. This project represents a unique opportunity to develop a mixed-use, transit-oriented neighborhood that aligns with our vision for smart growth and environmental responsibility.

 

Project Overview

The Petaluma North Station area can become a thriving hub that integrates existing residents and businesses, commercial offices, and public spaces, while emphasizing walkability, green infrastructure, and access to public transportation for generations to come. The development will complement existing community assets and create new opportunities for residents, businesses, and visitors.

The City encourages proposing consultant teams to think beyond conventional methodologies and propose solutions that introduce new efficiencies, improve sustainability, enhance user experience, or leverage emerging technologies where applicable. An existing and valuable resource to the planning effort will be the background documents prepared in support of the General Plan Update process. Those studies should be consulted in the preparation of proposals and are available at planpetaluma.org.

 

Request for Proposals

The City issued a Request for Proposals on March 27, 2025, with proposals due by Wednesday, April 30, at 5:00 PM. Below are other important dates:

  • The City is hosting an optional pre-submittal conference on Tuesday, April 8, 2025, at 10:00 a.m., local time.
  • Questions related to the RFP should be emailed to [email protected] by Friday, April 11, 2025, at 5:00 PM. All RFP questions will have their responses posted to the Planning Department website by Friday, April 18, 2025, 5:00 PM.
  • The City expects to respond to proposing firms by Friday, May 23, 2025. A review committee will rank all proposals based on the Selection Criteria and invite a shortlist of consultants for an interview.
  • Attachment A: Cost and Budget document and a link to the document are provided on p. 11 of the RFP. The document is not accessible via the link, so we are providing the document via this webpage. Please see the PROJECT DOCUMENTS section below for the Appendix A document.
