825 East Washington – MidPen Affordable Housing Project – SB-330 Preliminary Application for 50 Dwellings
Project Description
The preliminary application, submitted by Lauren Fuhry and the behalf of the MidPen Housing Corp, proposes 50 dwellings within a new 4-story building on a .7-acre site. The project would provide 25 automobile parking spaces and 52 bicycle parking spaces. Automobile, emergency, bicycle, and pedestrian access would be provided via new driveway and sidewalk connections to East Washington Street. Areas of the site not covered by buildings, parking or sidewalks would be landscaped.

35 of the below market rental dwellings would be reserved for Very Low-Income households and 14 to Low-Income households.
Review and Processing Information
An SB-330 Preliminary Application was submitted on December 15, 2023 (an application for Site Plan and Architectural Review (SPAR) has not been submitted). SB-330 would provide this development with several key benefits:
- Streamlined public review process - Public review of a project’s required General Application(s) is maintained; however, the number of public hearings or meetings is limited to five, including any appeal public hearing, for any project that is consistent with the general plan and objective standards in place when an application is deemed complete.
- Constrained review timeframe - Planning review is still conducted by City staff; however, the amount of time allowed for the City to approve a project that is subject to an EIR is limited by SB 330.
- Establishes opportunity to vest current regulations - SB-330 eligible projects are guaranteed to be processed under applicable regulations in place at the time when eligibility is determined. This guarantee is referred to as “vesting of rights.”
