Measure U Funds Pave the Way to Smoother, Safer Streets
Petaluma, CA — The City of Petaluma is proud to announce a marked improvement in the Metropolitan Transportation Commission’s (MTC) Annual Pavement Condition Index (PCI) Report, a comprehensive assessment of road quality across cities and counties in the Bay Area.
PCI scores measure the condition of local streets and roads and range from 0 to 100, with higher scores indicating better pavement quality. The PCI helps cities like Petaluma track and prioritize road maintenance and improvements. By comparing year-over-year data, the report also enables local governments to make informed, data-driven decisions to enhance road safety and infrastructure.
In assessments from years past, Petaluma came in last in the rankings – and the improvement in our score this year was so notable, that MTC staff even asked City staff how we had achieved the leap forward. Per MTC, Petaluma’s three-year moving average PCI score has climbed 4 points, moving from 44 to 48 for years 2021-2023. Additionally, Petaluma’s score in 2024 reached 52, a leap that will further boost the city’s next three-year average in MTC’s report which will be published in 2025. This upward trend signals substantial progress in Petaluma’s road maintenance and infrastructure quality, directly benefiting residents and businesses citywide.
This achievement is largely due to the strategic investment from Measure U, the voter-approved 1% sales tax passed in 2020. From 2021 through the end of 2030, the City will have invested $70 million in our streets. Measure U funds have been instrumental in enhancing road quality, bolstering public safety, and supporting the city’s overall infrastructure goals.

Improving road conditions is our top priority, and the passage of Measure U has been essential to making this vision a reality,” said Petaluma’s City Manager, Peggy Flynn. “These improvements not only make our roads safer but also support economic vitality and community well-being. Petaluma’s commitment to road and infrastructure improvements will continue as the city leverages Measure U funding to support additional public safety and transportation initiatives. At the Nov. 4 City Council Meeting, staff will be presenting a 5-Year Pavement Restoration Plan for Council’s consideration, and we invite the community to attend the meeting to see how we prioritize which streets for repair and what projects are coming up next. The City Council remains dedicated to working alongside community members and partners to prioritize these essential projects.
