The City of Petaluma is delighted to announce the public release of Draft Policy Frameworks that will form the heart of Petaluma’s next General Plan, the document that will guide our city’s next 20-30 years. The Frameworks contain policies on many topics that will determine how our city functions, from crosstown commutes to climate resilience, from strengthening our economy to caring for our parks. It’s all there!
These frameworks have been developed in partnership with community members, City staff, and subject matter experts over the last two years. Now, we want to make sure we’re on the right track. Please join us in reviewing these policy Frameworks as we create a shared vision for the future of Petaluma.

General Plan Framework Review
There are 14 Frameworks in all. These include:
- Arts, Culture, and Creativity
- Economic Development
- Flood Resilience*
- Implementation & Governance
- Health Equity and Environmental Justice
- Historic Resources
- Infrastructure & Utilities
- Land Use & Community Character*
- Natural Environment
- Noise
- Parks & Recreation
- Public Facilities
- Safety
- Transportation
All the frameworks, with the exception of the Land Use & Community Character and Flood Resilience frameworks* have been posted on the General Plan website as of March 21, 2024.
*The Land Use and Flood Resilience Frameworks will follow soon. Their development relied on the recently completed update of the City’s flood model, which was shared with City Council in January 2024.
The Framework review period runs from March 21 to the end of June, 2024. There is a lot of content to explore here, so we are making these policies available two months before we will begin collecting feedback in May.
Then, we’ll ask you to share your thoughts through an online portal (available in early May), at the May 11 General Plan Fest event on Petaluma’s Fairgrounds, and in-person at meetings of our Petaluma Commissions, Committees, and City Council. See below for more information on these events!

We would like to invite you to General Plan Fest on May 11, 9:00 am – 2:00 pm. This will be a family-friendly event will be held at the Petaluma Fairgrounds. You will have an opportunity to learn more about the Frameworks, speak with staff, and let us know what you think. There will be plenty of activities for kids, as well. Your ideas are vital to the process, and we hope to see you there. Arrive early if you’d like to see animals leave the Fairgrounds at 10:00 am as part of the Transhumance Festival! Additional details will be published closer to the date.
UPCOMING GENERAL PLAN MEETINGS
You are welcome to attend any public meeting that relates to the General Plan. Upcoming meetings include an update to the Planning Commission on April 9 focusing on Land Use, the General Plan Advisory Committee meeting on April 18 focused on Policy Framework review, and a City Council Workshop on April 29 focused on Land Use, the Blueprint for Carbon Neutrality, and the General Plan process. Additional meetings of Committees and Commissions to review and discuss the Policy Frameworks will follow in May and June.
