The City of Petaluma receives money from the Federal Government to support projects and programs that serve low-income seniors, persons with a disability and households with housing needs. The funds are awarded to local non-profits through a competitive grant program each year.
The City of Petaluma is creating its 2025-2029 Consolidated Plan – a roadmap for using Federal funds to meet a variety of community needs like affordable housing, neighborhood improvements, and services such as support for seniors, youth, and those experiencing homelessness. Consolidated Plan & Action Plan
The Consolidated Plan is a five-year planning document, which outlines the low-income population’s needs in the City, a strategy for how the City will meet those needs, and a plan of how the City will use available governmental and private resources to implement its low-income housing strategy. The Consolidated Plan is mandated by the U.S. Department of Housing and Urban Development (HUD) as a condition for receiving Community Development Block Grant (CDBG) funds as well as other federal entitlements.
The Action Plan is a component of the Consolidated Plan that details how the City will spend its annual CDBG allocation for the current program year. The 2024-25 Action Plan was approved by the Petaluma City Council in April 2024 and submitted to HUD on May 15, 2023. The 2024-25 Program Year for the CDBG program began July 1, 2024.
Copies of the current Consolidated Plan and Action Plan are available for review in the Community Development Department at the City of Petaluma City Hall building located at 300 English Street, Petaluma, during regular business hours (Mon-Thurs 9-4pm) or by appointment. Consolidated Annual Performance & Evaluation Report (CAPER)
The CAPER is an annual report prepared in accordance with U.S. Department of Housing and Urban Development (HUD) regulations as specified in the Housing and Community Development Act of 1974, as amended. The CAPER is designed to report on progress in carrying out the Consolidated Plan; provide the jurisdiction an opportunity to assess its annual performance in relation to meeting its overall five-year Consolidated Plan priorities and objectives; and, discuss what actions or changes it contemplates as a result of its annual performance.
