Retail Cannabis Sales Annual License Info
On September 20, 2024, the City released its Invitation to Apply for a Retail Cannabis Sales Annual License. This document invites applications from experienced cannabis retailers to operate a safe, secure, and viable retail storefront business selling cannabis in Petaluma.

Applications in response to this invitation are the first step of a two-step process to become licensed to open and operate a storefront cannabis retail establishment in Petaluma.
Once up to three (3) eligible applicants are selected in accordance with the criteria and procedures specified in this invitation and attachments, each selected eligible applicant will have up to six (6) months for applicant interviews, submission of site plan and security information, and site plan and site review to secure a Retail Cannabis Sales Annual License issued by the City’s Community Development Department.
Written questions regarding this invitation must be submitted by 5:00 p.m., October 10, 2024, in order to receive a response from the City. The City will share all questions received and answers provided publicly for anyone to review.

Background
In 2018, Petaluma City Council adopted an ordinance regulating commercial cannabis activity within Petaluma’s city limits. In June of 2024, Petaluma City Council adopted a new cannabis ordinance that expanded Petaluma's code to add storefront cannabis retailers to some zones. The expanded Ordinance allows for up to three (3) storefront retailers and two (2) delivery-only retailers, selected through a competitive process.
