In 2018, Petaluma City Council adopted an ordinance regulating commercial cannabis activity within Petaluma’s city limits. The ordinance allows cannabis businesses under the following conditions:
- Business types allowed: testing services; cannabis product manufacturing (topicals and edibles); and delivery-only cannabis retailers selected by the City through a competitive process (currently CLOSED).
- 1st year permit application reviewed by Police Department -- non-refundable fee of $3,000
- Annual permit application reviewed by Police Department -- non-refundable annual fee of $2,000
Petaluma’s commercial cannabis program limits cannabis businesses to the Business Park and Industrial zones. It also provides for buffers from sensitive uses like schools, childcare centers, parks and residences. This map indicates which properties could meet the criteria. An individual review of the site and the surrounding area will be required to confirm a specific site for the program.

Remember, just because commercial cannabis activities are allowed does not mean your business will receive a cannabis permit. Please verify zoning with the Planning Division and coordinate the permit application with the Police Department.
