Background

In 2018, Petaluma City Council adopted an ordinance regulating commercial cannabis activity within Petaluma’s city limits. In June of 2024, Petaluma City Council adopted a new cannabis ordinance that expanded Petaluma's code to add storefront cannabis retailers to some zones. The expanded Ordinance allows for up to three (3) storefront retailers operating in a pilot program; two (2) delivery-only retailers; manufacturing businesses (no limit); testing businesses (no limit).

Current Status

Storefront Retail: In Fall 2024, the City released an Invitation to Apply for a storefront Retail Cannabis Sales Annual License. From the nine applications submitted, three applicants were prioritized to move forward in the permitting process to open cannabis storefront retail businesses. The selected operators will now proceed to secure the necessary permits to develop and operate their retail locations. As this is a pilot program, the City will carefully evaluate its progress and impact, engaging the community and City Council in discussions about potential program expansion in late 2025. See press release here.

Delivery-only Retailer: The City issued one delivery-only cannabis retail permit in 2018. This permit has been renewed annually since then.

Testing and Manufacturing: There are no testing or manufacturing permits issued.
