OPEN ENROLLMENT (FULL-TIME EMPLOYEES)

Open Enrollment is here!  Open Enrollment begins Monday, September 19, 2022 and goes through Friday, October 14, 2022. Open Enrollment is your annual opportunity to make and/or change your benefit choices for the upcoming plan year. During Open Enrollment, eligible employees may: 

  • Enroll in a CalPERS medical plan and/or dental and vision coverage
  • Change their existing CalPERS medical plan
  • Terminate their medical and/or dental coverage(s) and enroll in cash-in-lieu
  • Add eligible Dependents to their existing coverage(s)
  • Remove Dependent(s) from their existing coverage(s)
  • Enroll in voluntary benefits

Even if your 2023 benefit/plan elections are not changing, Open Enrollment is a good time to evaluate all of the available options to be sure your selections are the right fit for you and your family.

New medical plan rates, as well as any enrollments and/or changes made during Open Enrollment, will be effective January 1, 2023. Please keep in mind that if you are making any enrollments and/or changes, the applicable form(s) are due to Allison Gibson in Human Resources no later than Monday, October 17, 2022 by noon (12pm). If you do not enroll or make changes by October 17, 2022 (at noon), you will not be able to enroll and/or make changes to your benefits outside of Open Enrollment, unless you experience a Qualifying Life Event (i.e. marriage, divorce, having a baby, adopting a child etc.). If you experience a Qualifying Life Event, please notify Human Resources as soon as possible, and within 30 days of the event.

CALPERS- MEDICAL BENEFITS

It is important to review the details of your medical plan and understand what your plan offers for you and your family. CalPERS offers a variety of medical plans in Region 1- which is comprised of many Bay Area counties. If you live outside of Region 1, your plan options and premiums may change. If you would like to see which plans are available at your home zip code, or if you would like to see if your Primary Care Physician/Doctor is available under a certain plan, use this link to get started. You can also login to your MyCalPERS account to access Open Enrollment information and resources and can use the "Search Health Plans" tool in your MyCalPERS account to see your plan options.  While in your MyCalPERS account, you can access the Health Benefits Enrollment Form (HBD-12) which will have most of your information pre-populated, you will just need to finish completing/reviewing the form based on the change(s) you would like to make (if you are making changes for the 2023 plan year). If you are not making any changes to your medical plan/coverage for the 2023 plan year, no action is necessary, as your medical will carry over to 2023 as you are currently enrolled. 

Eligible employees pay a monthly employee contribution to be enrolled in a CalPERS medical plan. Your monthly employee contribution is based on a number of factors such as which plan you are enrolled in, the tier/level of enrollment (i.e. employee only, employee + 1 dependent, family), and your Bargaining Unit's current MOU language. Please refer to the 2023 Memo for Health Benefits for further information on plan options and the employer vs. employee monthly contribution. It is important to note that most plans have has an increase in cost for the 2023 plan year, so be sure to review your current plan selection.

Please note, to enroll eligible Dependent Children, Spouses or Registered Domestic Partners in medical coverage, the following documentation is required to be submitted with your Enrollment Form (HBD-12):

  • Dependent Child(ren): copy of their Social Security Card and Birth Certificate
  • Spouse or Registered Domestic Partner: copy of their Social Security Card and Marriage Certificate or Declaration of Domestic Partnership

DENTAL BENEFITS

The City has evaluated the current dental insurance plan options for the 2023 plan year and will be holding a "separate" Open Enrollment period, just for dental, at a later date (likely later this Fall 2022). Eligible employees will receive more information regarding the dental Open Enrollment in the near future. No action is required if you are continuing the same dental coverage in 2023, as you will automatically stay/be enrolled with the same dental coverage. Should you wish to make a change to your dental coverage (i.e. process a new enrollment, terminate your coverage, and/remove dependents etc.), please keep an eye out for the separate Open Enrollment period announcement (which will come in an email), or check back on this website in the next few weeks.

METLIFE- VISION BENEFITS

The City provides vision benefits for you and your eligible dependents, which are paid for by the City.  

If you are not making any changes to your vision coverage, no action is necessary as your vision coverage will carry over to 2023 as you are currently enrolled. Please note, to enroll eligible Dependent Children, Spouses or Registered Domestic Partners in vision coverage, the following documentation is required to be submitted with your Enrollment Form:

  • Dependent Child(ren): copy of their Social Security Card and Birth Certificate

NAVIA- FLEXIBLE SPENDING ACCOUNTS (FSA’S)

What is a Flex Spending Account? There are three FSA’s: Health Care, Dependent Care and Commuter Benefits. A Flexible Spending Account (FSA) allows an employee to set aside a portion of their pre-tax earnings to pay for “out-of-pocket” Health Care expenses, Dependent Care expenses, and/or Commuter expenses every calendar year. It is important to take some time to figure out how much money you should contribute for the plan year, based on how much you think you will incur for covered expenses. If you are unsure if you think enrolling in a FSA plan is the right choice for you, the Navia benefit tax calculator can help you estimate your potential savings.

Learn More by Attending the Info. Webinar: This year, Navia will be putting on a webinar for City of Petaluma employees on Tuesday, September 27, 2022 from 9:30am-10:30am. Navia will outline the benefits/tax savings of participating in a FSA, share more about the Health Care and Dependent Care FSA’s/Commuter Benefits, how to use the funds you have contributed, what are eligible expenses etc. There will also be time for you to ask any questions you may have. Please note that you need to register to attend this webinar.

Enrollment: For those employees who are currently participating in a 2022 FSA, you must complete a new enrollment form to elect contributions for the 2023 plan year (your current enrollment does not automatically renew for the 2023 plan year). To enroll/re-enroll for a Health Care and/or Dependent Care Flex Spending Account, complete the enrollment form (found in the documents below) and submit to Allison Gibson in Human Resources. To sign up for a Commuter Flex Spending Account, you can enroll online- here are instructions on how to sign up. FSA Enrollments will be effective January 1, 2023. 

2023 Plan Contribution Limits (please note that the amounts below are the amounts for the 2022 plan year as the IRS has yet to announce the 2023 limits.  As soon as the IRS makes that announcement, any employee who elected the 2022 plan year limit, will be provided notification and the opportunity to increase their contribution(s) later this Fall):

  • Health Care FSA: $2,850 per calendar year
  • Dependent Care FSA: $5,000 per calendar year ($2,500 if you’re married and filing taxes separately)
  • Commuter Benefit FSA: $270 per month for transit, eligible vanpools and for qualified parking

VOLUNTARY BENEFITS

New York Life (formerly known as Cigna)- Voluntary/Supplemental Life Insurance

Provides eligible employees to purchase additional supplemental life insurance for themselves and their eligible dependents with affordable, group rates and convenient payroll deductions.

AFLAC

AFLAC's supplemental insurance plans are available to eligible employees at group rates through a payroll deduction. All benefits from AFLAC are paid directly to the policyholder, separate and independent of any other medical of disability insurance. Coverage is guaranteed renewable for life, and if fully portable beyond employment (i.e. if you separate from employment with the City, you have the option to continue your AFLAC supplemental benefits by paying AFLAC directly). Plans start as low as $5-$9/week and available plans include:

  • 24-hour accident indemnity
  • Short-term disability
  • Cancer Care
  • Hospital Protection
  • Critical Care
  • Life Insurance

MetLife- Prepaid Legal (MetLaw)

With MetLaw legal services, enrolled employees have access to unlimited telephonic and office consultations with legal experts and attorneys, who can assist on a variety of personal legal issues. Additionally, employees have access to MetLaw E-Services which provides services such as locating a trusted attorney, free/downloadable legal documents and law guides, financial and life planning resources etc. For a low monthly premium (less than a dollar a day), conveniently paid through a recurring payroll deduction, legal experts are available to you when you need them.

For employees who currently have coverage for MetLaw, you must complete a new enrollment form to continue your coverage into the 2023 plan year. Your current enrollment does not automatically renew for the 2023 plan year. New and re-enrollments will be effective January 1, 2023.

Nationwide- Pet Insurance

Nationwide Pet Insurance for your beloved animals is available to eligible employees. There are two plans to choose from: My Pet Protection and My Pet Protection with Wellness. With either plan you can expect 90% back on your veterinary bills; there is also a $250 annual deductible with a $7,500 annual maximum, with no age limitation on both plans. Unfortunately, pre‐existing conditions are not covered. You can set up your payment at a direct payment with Nationwide, or continentally have it set up as a recurring payroll deduction.
