Are you or someone you know struggling to pay rent? There are programs funded by the City and County that can help. Please contact our trusted partners for assistance.


Households within City of Petaluma limits who have been financially impacted by COVID-19 may be eligible for rental and utility assistance from COTS. Household income must be below 80% Area Median Income (see chart below). COTS can pay up to 6 months of graduated rental assistance and utility assistance to qualified households.

Petaluma People Services Center

The City has partnered with Petaluma People Services Center to provide rental assistance to those in need with household incomes at or below 80% Area Medium Income (see chart above). To learn more about the program, please contact PPSC:

Emergency Rental Assistance Program (ERAP) from the County of Sonoma

The County of Sonoma has announced they will be providing support to households impacted by COVID-19 through the Emergency Rental Assistance Program (ERAP) starting on April 19. The program will provide payment assistance for tenants who are behind on rent and utilities. ERAP additionally provides options for landlords to participate and receive financial assistance.

  • Income Eligibility: Households must be at or below 80 percent of Area Median Income (AMI) to be eligible for funding from both the direct federal allocation and the block grant award. Priority must be given to households at 50 percent of AMI or lower or households that have one or more individuals who have been unemployed for the preceding 90-day period at the date of application.
  • Loss of Income Criteria: Households where one or more household member is currently unemployed, and that member has been unemployed for 90 days or more, are eligible for assistance.
  • Households that are at risk of experiencing homelessness or housing instability are also eligible for assistance.

This program is open to all County residents, regardless of immigration status, who are renters or landlords requiring rental assistance.
