Project Description

Brief Project Description:

Labcon North America proposes to construct a 175,000-square-foot industrial/manufacturing facility on an approximately 6-acre site. The new industrial/manufacturing facility would connect to the existing 103,800 square foot building (with an additional 8,000 square foot accessory building) in use by Steris at 3200 Lakeville Highway. Labcon North America would convert 21,000 square feet of the existing building for use as a Tool Room and Machine Shop upon completion of the new building. The existing site includes multiple parcels; prior to the construction of the new building, all existing parcels would be combined into one parcel via a lot merger.

Labcon North America operates its facilities 24/7 and currently employs 315 people with 95% of them on site either 3 to 5 days per week. Over the next 5 years, Labcon North America expects the overall staffing to increase by 25 - 30%.

The Labcon expansion would be funded in part by a $59.3 million contract award from the U.S. Department of Defense on behalf of and in coordination with the U.S. Department of Health and Human Services.  According to the applicant, the award was granted to support Labcon's production of pipette tips and tubes as part of the supply chain for COVID-19 diagnostic testing.

Zoning Map Amendment (PLZA-2022-0006):

The properties are currently governed under two separate zoning districts. The existing building at 3200 Lakeville Highway is currently in the BP – Business Park District. The vacant land upon which the new 175,000 SF building will be built is currently zoned Lakeville Business Park PCD – Planned Community Development. The PCD zoning was established with the development of the Lakeville Business Park in 1981. To accommodate the project, the Lakeville Business Park Planned Commercial Development (PCD) Ordinance would be amended to remove this site from the PCD and the Zoning Map designation for this site would be re-classified to Business Park (from PCD).

Lot Merger (PLLL-2022-0005):

The existing site includes multiple parcels (APN’s: 005-280-006, -007 & -008, and 005-280-042, -043, -044, & -045); prior to the construction of the new building, all existing parcels would be combined into one parcel via a lot merger.
