DOWNTOWN HOUSING & ECONOMIC OPPORTUNITY OVERLAY & EKN APPELLATION HOTEL PROJECT - FINAL ENVIRONMENTAL REVIEW DOCUMENT & APPENDICIES, FEBRUARY 2025
Volume 1
Volume 1 of the Final EIR includes all the text of the Draft EIR, including clarifying text changes that address public comments received during the 60-day Draft EIR review period. Additions to the text are shown in bold underline; deletions are shown in strikethrough.
Clarifying text added to Volume 1 of the Final EIR include corrections of typos and other clerical errors as well as the following:
• Executive Summary. The Executive Summary is updated to reflect clarifying text updates to cultural resources and transportation mitigation measures and clarifications regarding the application of biological resources mitigation.
• Chapter 2–Project Description. The Project Description is updated to include Conditional Use Permit (CUP) requirements, to clarify the provision of publicly accessible space at the Hotel, and to confirm the preparation of a Transportation Demand Management (TDM) Plan in accordance with City requirements.
• Section 3.1–Aesthetics. The Aesthetics section is updated to clarify the application of MM CUL-1e and the associated CUP requirements for the Hotel. Clarifying text is also added to the cumulative impacts analysis.
• Section 3.2–Cultural and Tribal Cultural Resources. The Cultural and Tribal Cultural Resources section is updated to add clarifying information related to the eligibility status of structures within the Historic District. The section is also updated to clarify the application of MM CUL-1e and the associated CUP requirements for the Hotel. Mitigation Measures MM Overlay CUL-2, MM EKN CUL - 2a, MM EKN CUL-2b, and MM EKN CUL-2c are updated to confirm participation of Tribal monitors.
• Chapter 4–Additional Effects Evaluated in the Initial Study. This chapter is updated to clarify the application of MM EKN BIO-1 to the Overlay. The chapter is also updated to add clarifying text to MM EKN TRA-1 to provide examples of measures to be included in a Valet Service Plan
• Chapter 6–Alternatives. This chapter is updated to add clarifying text to confirm the extent of development already analyzed in the General Plan EIR.
Volume 2
Volume 2 of the Final EIR contains all of the comments received during the 60-day public review period, as well as responses to all substantive comments.
