Project Description
The City received general plan and zoning map amendment applications for the 4.19-acre site that formerly housed Hansel automotive and Marine Unlimited.
Gallaher Senior Living, LLC submitted conceptual plans in March 2024 for the development of a Continuing Care Residential Community consisting of 120 assisted living units in 1-bedroom, 2-bedroom, and 2-bedroom + den configurations, varying in size from 600 to 1,800 square feet and 12 memory care studios in a four-story building.
Continuing Care Retirement Communities (CCRCs) offer persons 60 years of age or older a long-term continuing care contract that provides for independent living units, residential care/assisted living services, and skilled nursing care, usually in one location, and usually for a resident’s lifetime and are licensed by the California Department of Social Services (CDSS), as a Residential Care Facility for the Elderly (RCFE).
Residential Care Facilities for the Elderly (RCFE). Provide care, supervision, and assistance with activities of daily living, such as bathing and grooming. They may also provide incidental medical services under special care plans.
Following Planning Commission input on conceptual plans for the project provided at a public meeting on May 21, 2024, the applicant submitted formal applications to the City in November 2024. Land use entitlement applications for the project will be processed in two phases with the first phase consisting of requests for legislative action by the City Council to amend the General Plan Land Use designation of the site from Neighborhood Commercial (NC) to Mixed Use – 1A and to amend the zoning from Commercial 1 (C1) to Planned Unit Development (PUD). The second phase will require quasi-judicial action by the Planning Commission on SPAR and tree removal permit applications. The entire review process, including environmental review is anticipated to take at least 12 months.
The applicant hosted a neighborhood meeting on November 9 which was attended by nine residents. Pursuant to information provided by the California Department of Social Services (CDSS), following the construction of the CCRC facility and after meeting all licensing requirements, the Community Care Licensing District Office will issue a Residential Care Facility for the Elderly (RCFE) License.

The residential units would be housed within a 4-story main building, which will also provide assisted living services including, but not limited to, full-time nurse care, meal services, fitness programs, and care plans.
The project would provide secure underground parking and a range of amenities and services. The proposed development would achieve a Floor-Area Ratio (FAR) of 1.03, with a maximum building height of 51’-4.5” and approximately 32% lot coverage.
