The vision for Oyster Cove implements Smart Growth principles to create an activated, publicly accessible, vibrant mixed-use/residential neighborhood and riverfront destination. This infill development project is designed to accommodate a variety of residential unit sizes, floor plans, and intermixed building types.
Approved Phase 1 planning entitlements (PLPJ-2022-0005) include General Plan and Zoning Amendments and a Tentative Subdivision Map for Condominium Purposes. Site Plan and Architecture Review is required prior to commencing construction.
The approved site plan supports the development of 21 new, 3-to-4-story condominium buildings with 5-8 single-family attached units per building, for a total of 131 residential homes. Up to 12 Accessory Dwelling Units (ADU) will be optioned within the unrestricted townhomes. Units fronting D Street are envisioned with shopfronts and ground floor designs suitable for home occupation uses. The project will comply with the City’s inclusionary housing requirement by reserving 15% of units for Low- and Moderate-Income households.
Commercial ground floor space will anchor the corner of D Street and Copland. The existing Oyster Shed building, fronting the Petaluma River, is planned for adaptive reuse with commercial tenants and public access.
Moving into Phase 2, the preliminary application for Site Plan and Architectural Review (SPAR), submitted on January 19, 2024, aims to implement the approved site plan and Smart Growth principles. Phase 2 SPAR will consider the proposed architectural style; all signs and outdoor advertising structures; bulk, height, and color of any proposed structure; and landscaping, including site furnishings.
