Project Description

Sid Commons is a 180-unit apartment development proposed on 18.71 acres. The project consists of 11 two- and three-story buildings, a leasing and amenity building, covered and open parking spaces, and active and passive open space amenities including a public tot lot, multi-use path along the Petaluma River, swimming pool and spa, and dog park.

The applicant, Acclaim Companies, resubmitted their SPAR application in mid-November 2024 and it was deemed incomplete in December 2024.

The November 2024 resubmittal replaces a previously submitted tentative subdivision map application with a lot line adjustment application. Currently, the project site includes a 4.39-acre parcel and a 63.35-acre parcel for a total of 67.74 acres. The larger of the two parcels encompasses land area on both sides of the Petaluma River including the area between the river and Hwy 101 on which Deer Creek I and Deer Creek II are proposed.

The lot line adjustment will shift the existing parcel line between the two parcels north to roughly follow the centerline of the Petaluma River resulting in an 18.71-acre parcel on which Sid Commons is proposed and a 49.03-acre parcel on which Deer Creek I and II are proposed. The resubmitted plans also include floor plan changes including smaller unit sizes, a change in the unit mix to include 20 3-bedroom units (none were included in the previous submittal), and 10 studios (5 were included in the previous submittal).  The overall size of the 11 apartment buildings decreased from 203,587 sq ft to 182,512 sq ft.

Consistent with Ordinance 2720 N.C.S., which zoned the property R4, 10% of the units will have below market rate rents with 5% of the units (9 units) affordable at the very-low-income level and 5% of the units affordable at the low-income level.

The project includes creating a flood terrace above the high-water line abutting the Petaluma River as required by General Plan policy 8-P-28 to incrementally increase the storage capacity of the floodplain area. The project proposes no residential development in the floodplain. The 180-unit proposal reflects a reduction of 98 units, an increased setback from the Petaluma River, and additional tree and wetlands preservation in response to comments received on the 2018 draft EIR for the original 278-unit proposal and the final EIR.

On February 3, 2020, the City Council Certified the Sid Commons EIR and approved the Zoning Map Amendment and the Planned Unit Development Modifications for the Sid Commons Project. The Site Plan and Architectural Review Application submitted in June 2023 and currently under review will be considered by the Planning Commission at a future public hearing, after the application is deemed completed.
